Please ID 1906-8 Luxemburg Overprint

I found several of these misplaced in an old album. This one is stamped "08" and there are three others which are the same except for "O9," "10," and "11" on the overprints. I don't see anything in my Scott catalog to identify them. Can anyone help ID these please? Thanks! - Troy

Luxembourg's next door neighbor, Belgium used something similar to this as a precancel: I wonder if this could be a precancel?
