Can Someone Tell Me When This Stamp Was Released?

Hello everyone,
I have inherited some stamps from my grandpa. They are a mess inside a box and I'm trying to organize them. Since I don't have much knowledge, could anyone please tell me if the following is a real stamp, if it's really Russian and around what time it was released ( Imperial Russia or Soviet).

Loan copies of Scott Standard Stamp Catalogue from your local library. This will help you answer a lot of questions. There are usually 6 volumes. Vol 1 Countries A-B, Vol 2 C-F, Vol 3 G-I, Vol 4 J-O, Vol 5 P-S, Vol 6 S-Z. Sort your stamps by countries and get the volume you need from your local library. If your branch don't have it, they can request it from another branch.

I hope it does not sound like trolling. Same answer in the third post in a row, but this is the best way to make sense of inherited collections.

Danko, I have a Scott's catalogue from 1946... I couldn't find this one in the book nor internet, that's why I asked here. I know the catalogue is old, but it was supposed to be complete, right?

To generalize, the Scott catalogs do not list postal stationery or revenue stamps for foreign countries. So no, it is not listed in Scott, even if you had a brand new catalog.
