Exactly that, but in Scott, they choose to list it under Siberia, also #3.

The last letter of your Kon transliterates to 'p' - the Russian version of Greek Pi - to give the Kopeck as the currency unit.

100 kopeck = 1 ruble which on stamps will usually look like Ryb in its Cyrillic abbreviation.
