Help With French Stamp "Expert's Mark"?

I just found a common french perfin stamp with a little mark on the back I've never seen before on perfins. Maybe someone could tell me, if that is something special - for french stamps in general - or maybe just an owner's mark.

Looks to me like an owners mark.

Most expertising marks have the name of the experts, and are mostly situated in the corners.

owners marks are more symbolic, sort of an ex libris. This owners mark is very badly placed, in the middle... I have seen a few that leaked through and that can really diminish the value.

Thanks Rod, but Banque de France (B.F. 96) is not correct. The perfin of this origin only has 14-9 holes, instead of the 18-12 of the one I posted.

It's definitely the B.F 95, Blum et freres (Paris).
But my intention was not to find the user - I have the French catalog -, I am looking for the reason of this little hammer and mallet on the back.
