Perf 11-3/4 and the bent top serif of "M" and the dot below make this as type IV, which is a reprint.
Unfortunately, the cancel looks to be a rubberstamp and not the steel die with san serf letters that is typical for the period. Whatever the cancel is, this is still a reprint, never postally used.
Scott Classic Specialized does not have value for reprints, but I assume it to be minimal. I'm actually very disappointed in this catalog, as it is not much different from standard, so I would not recommend buying it.
To add to Danko's response, I agree the Scott Classic Specialized is not that much more detailed than a regular Scott catalog but it does contain the whole world in one volume. I suggest getting an older copy if you want one.
I'll politely disagree with danko. I've found the Scott Classic Specialized to generally be more useful than the standard Scott for certain countries. It all depends on what one collects.
Having said that, if one is really wanting to get deep into certain countries, one needs the specialized country catalogs. For me, it's Mundiphil (Portugal & colonies); Follansbee (classic Mexico through 1910); and Fischer (Poland).
