Interesting military-related item.

It appears to be a certificate or ID document issued to Central Powers prisoners of war at camps in eastern Siberia who came under Japanese control during the Russian Civil War. Russian text says that it certifies that the bearer, Otto Werner, is a prisoner of war at the Pervaya Rechka POW camp in Vladivostok under Japanese control.
