I have no idea what to do with this and didn't find anything quite the same. There is no (real) stamp just a postmark, and it's not a cover.

The return address is mildly interesting since it's from the former borough offices but that's just local history.

Is this interesting or just one of millions?

Guess:
Common, this is a Pitney Bowes "Slogan" cancellation, celebrating the centennial.
Best collected as entires, yours is a nice clear impression.

PS: It is a cover (or part thereof) It is also a real stamp, a 5c Meter indicia.

See Wiki under "Meter Stamps"

Possibly....

Too bad it was so roughly opend. It is a buisness letter, (entire cover) if the back is still on it. It is as Rod stated- and is common, but quite collectable as it was celebrating Canada's 125 year of Confederation. The item can add nicely to the Centenial series of stamps issued by Canada Post and Expo 67 material.

Show us the back side, any cancellations of interest on it?

As a child I saw these and did not save one. As I collected "stamps", this was unimportant to me. And after all these years I still do not have this meter slogan cancellation in my own collection.

Terminology: You have a meter stamp with an accompanying pictorial/slogan advertisement - applied privately by the mailer and a nice collectible piece of postal history.

It is not a postmark, nor a cancellation, which would be applied during postal processing and generally not applied to metered mail.

Ok thanks both of you. I didn't know about the wikibook, and didn't realize the word "cover" could mean something other than "first day cover".

There is nothing on the back at all. I was thinking it's possible this was just something like a municipal tax bill.

I disagree,
I'd suggest the centennial slogan is part and parcel of the Borough's Pitney Bowes meter machine.
Applied both at the same time.

Slogans as part of company's meter machines are quite common.

rod222, yes, the slogan slug is inserted into the meter machine as an option of the meter user and both are applied simultaneously with one pass through the meter machine. I did not imply otherwise in my original post.
