I have a few covers with the standard tombstone naval censor cachet and have just got one which, as well as the normal cachet, has a plain resealing strip with a manuscript note. Non of the others have this.
I had always assumed that letters were delivered to the censor open as I have never seen one with a resealing label - Can anyone please confirm this is correct.
The recently acquired cover was sent from Vancouver to Toronto in March 1942, As well as the tombstone cachet it has also been opened and resealed with a plain liner strip on which is written "Open by censor 46" but with no date see scan. The handwriting on this is clearly different from the initials on the tombstone cachet.
The civilian censor number 46 operated out of Ottawa and I wondered if it could have been re-censored there.
