I need help..... I came across a German Occupied set.

The Page titles the stamps German Eastern Command,

The overprint on the maniacs head is Ostland


What country, are the stamps listed, in Scotts ????

those were issued for use in Estonia, Latvia and Lithuania

If you look in the index at the back of the scott catalog for Ostland you will see it listed in catalog # 5. They appear in the russia section.

Ostland (East land) was established in 1941 is was to become a puffer state between greater Germany and Russia's Bolshevik ideology, with it's capital at Riga. This area had an historic connection to the Germans through the Teutonic Knights. Post war plans were to allow for German colonization & pacification of the local populations.

Estonia & Latvia were entirely within Ostland. The Russian province of Pskov (Pleskau) was attached to Estonia. Lithuania was mostly in this area except for Memel area which was awarded to Germany post WW1 and part of greater Germany. But the over look aspect here it also included Central Belarus, including Minsk, eastern Belarus remained outside this area, while the western province around Hrodna were included into Greater Germany as part of the General Government of Poland. While Brest would be included into the new Ukraine.
