found this stamp I believe is a scott 9 (is this correct/) in a lot but the left looks funny to me.

this is a flat bed scan...

anyone any ideas?

Yes, its a #9.

The fact that the cancellation is lightened would seem to indicate that the stamp was cleaned/bleached.

It appears that a little too much bleach was used in trying to "wash out" the manuscript cancel. The blue printing ink has been lightened to a shadow of its former self.
