It is not a postage stamp.It looks like a cut out from a folder or sleeve for one of
A.Ilyin's maps.

Any clue on what it says and year? I do not see much in the links you gave to show anything that would help the issue. Nothing related to this question. But thank you any way. I remember years ago I found out it was a telegraph stamp. But forgot to record the details and since then have been searching.

It says "Cartographic Institute A. Ilina"
Yes I know it has the same shape as the telegraph stamps;but it's not one of those…
The black Russian double headed eagle emblem was used by many others in different sectors.
