Hello sopotsopot, apologies for the belated reply.
This is very likely to be the bills (receipts?) issued by Naikoku Tsu-un Company (forerunner of the present Nippon Express Co.). I personally havenft seen these before, but they are issued by the companyfs branches in various stations, and are addressed to the Sakai station (in Mushashi province) branch of the company. shows the amount of the money to be transmitted (or any action whatsoever).
Although they are not philatelic items, they are interesting evidences of how the commodity transportation has been conducted in the early days.
It seems that therefs some sentences printed inside the bills (?), so if you can kindly provide their image, I may be able to further identify the nature of this item.
I send exact pictures of all 15 envelopes I have. 14 are empty, and only one has a document visible in the last photo. In the fourth photo, examples of reverse sides of envelopes, similar for everyone.
