The blue Lady Liberty design is Scott #R152b (watermarked), issued in 1878. R152a is the same design, but on silk paper (blue threads), and R152c is the same design but rouletted rather than perforated.

thank you so much for your reply. im trying to get into a good habit of researching things myself. at this point I am randomly jumping excitedlyfrom franklin to franc from pengo to penny. There are just so many in this album. I hope that I am looking after it well enough and that nothing is damaged through my ignorance. Lostandfound, you can also find the philatelic meaning of "roulette" if you go to the glossary on the top left hand corner of this page

Here is an example of the aforementioned rouletted R152c on a check. Finding these still on documents is actually much more difficult than the Scott catalogue value of the stamp itself would imply. I've only ever seen a couple of examples.

Revenuecollector thank you for showing me that. It is just beautiful. I love the elegant writing on these 'covers' it is a cover isnt it? I see you have some for sale.. I think I could become an avid collector! And just mentioning that 400$ would be quite the sum in the day too.
