This is more of a process question than anything else. This stamp appears to be on the sheet edge. Therefore I guess it must be reperforated, but dang, those perfs look pretty good. I'm interested to see if people are able to see something actually wrong about the perfs other than they just shouldn't be there.

Partial plate number at right. Stamp is perfectly normal.

To add, here's the full sheet format which would be perforated and cut into 4 panes:

So any wide margin on the straight edge of a pane would show at least one guide line. Here in the OP, we've most likely got a partial side margin plate number so it must be from a right side pane of the full sheet.
