I see the ink splatters on the QV, but the PDs on my original image are similar to the actual doubled PDs I have seen on the 6 cents. It just seems that the double on mine match the 6c, so was wondering if the double PD on the 3 cents were a known occurrence.

Chris...I have NOT tried to prove if they are constant varieties.. 99% they will not be, so I have a couple more like that, but I consider them just oddities.
The "Vampire Bite" is described in this earlier thread https://goscf.com/t/22050. The key is two triangular bites, and some other items mentioned. Good luck.
The 3 cent Small Queens have dots all over the place on #37's. I have a binder (proving to be a crazy exercise) of dots by position either singles or multiples. I have them at the top, bottom, left and right. Here are some images of dots at the bottom.
