Is this stamp a fake, I cannot find it anywhere online. If it's not a fake can someone tell me what year it was issued and approximate value if any?

This is not a fake. This is a revenue (British English: fiscal) stamp. It is of minimal value.

Just because something is not on the internet does not mean it's a fake. Did your search turn up:

Perf 14 is scarce normally Perf 13.5 x 13

Note: Maybe (looks like) Handstamped overprint
