Pre-electric eye technology lead to poorly centered stamps like this; after 1938 stamp perforation alignment became much improved.

Some hobbyists would say this is just a really poorly centered stamp and would never put it in their collection. Other hobbyists would add it to their collection as something interesting. As such, it might generate a slight premium over a more typical stamp.
