as an afterthought they appear to be on some kind of card backing, can you tell how many layers there are?

248P4 is a possibility if the block is not India on cardboard but is actually just cardboard.

rogcam I think you are correct.......they are type 1's and not what I thought at first. from the irregularity at the edges they appear to be India on card.
