Cape Of Good Hope Overprint Error?

Hello all Stamp Masters,
This mint Cape of Good Hope stamp is overprinted with the One Penny and bar on bottom.
The bar, however, seems to be interrupted at one point with a dot in the middle that seems to extend above the bar's thickness.

Is that an error?

That "dot" is a perforation "chad" that has become stuck in the ink.
Fairly common occurrence.

Look under the "R"...same thing
also referred to as an "Confetti Flaw"
