#539 Type 2 Washington Coil Waste Stamp?

I would like options on whether this is a type 2 coil stamp. Any help is greatly appreciated.
(I have two letters - this is the first.)

Wrong design for a 539. Also your perf gauge does not line up on the horizontal perforations. Looks like you have a 583.
