Help ID Total Mystery, Cancelled '89 "1 Something", Imperf

Found this oddball mixed in a bag of US commemoratives. The cancellation looks like it is for "May 21 1889" and possibly "MOCS".

There is an envelope surrounded with a wreath and a "1" on it so I figured this was a legitimate postage stamp...but from where Above the envelope there is a 2-window cartouche kind of thing with a person in each window. It looks like something is written below the envelope but I can't tell what it is.

Any information is appreciated as always
