South American? Revenue Stamp For Schools?

Found this mixed in a bag of US commemorative stamps from the 40s. The man depicted looks similar to ones I've seen from Argentina and Chile.

Given the "escuelas" on it, I figured it might be revenue of some kind from/for the department of education. The stamp is roulette'd on three sides.

Any information on this one would be appreciated!

Venezuela, Scott #97. My older catalog shows it at $0.20, I betcha it's been raised to $0.25 by now, since they changed the minimum.

I appear to have this issue in "carton paper" and "white paper" examples.
Yours appears to be white paper (seen cancelled)
I have no in depth knowledge on these. (if they were re printed)

The carton paper example, has weird perforation / roulette mix.
