These are Scott #NO17 (Michel #17) from 1940. I think that the first on the left is the normal stamp, whereas the middle stamp shows the shift of numeral of value that Michel describes. The one on the right appears to have an incomplete numeral eight. The second scan is of that stamp only. Neither Scott nor Michel mentions any plate flaws with this issue. Am I imagining that incompletness of the numeral?

Emaxim, the numerals of value were printed separately by typography on these officials. If you look again, you will see that the numbers on the stamp on the left are also shifted. So, some poor centering of the numbers is to be expected.

Also, there will be some variation in the inking of the numbers. This can be seen as incomplete printing in some cases. If the inking, or centering is "way off", then you have a printing freak. This is not the same thing as a plate flaw.

A plate flaw is a constant error that occurs on a specific position in the stamp sheet. This can occur in the complete print run, or more likely, during part of the print run. Some, but not all plate flaws of Germany area stamps are listed and priced by the Michel catalog. Sometimes specialist catalogs or handbooks will list many more plate flaws.

Printing freaks are infrequently mentioned by the Michel Deutschland-Spezial catalog.

On some of these, the diagonal background aligns with the 8 in such a way as to make the numeral look more complete than it really is. Incomplete-ish 8s are the norm.
