Unusual US Cancellations On A Washington 24c C. 1863

I noticed interesting cancellations on this 24c Washington but don't have any insight as to why the stamp was cancelled in this manner. 2 cancellations, and in 2 colors.

What would have been the purpose of cancelling this stamp in such a manner? Thanks in advance for any help.

the second cancel probably a transit cancel

The black is most likely the U.S. town of origin. The red cancel is likely a NEW YORK PAID ALL cancel. The cover, probably going to Europe.
