A past thread that I believe discusses similar items (Money Order fragments and cards) from Poland, Bohemia and Moravia, etc during this WWII era and back to WWI. As stated these fragments provide nice clear postmarks and would have been kept by the PO to document delivery of the item for a time before being disposed of- some having survived by finding their way to stamp dealers/collectors.
