By definition, a #10 or #11 are Type I stamps and cannot have any inner frame lines.
The NYC cancel does guarantee the stamp is an orange brown #10A. I think you might be able to find that cancel used in OCT of '52, and I think I have one. I don't think OCT 1853 is a possibility. Plate 5L was not put into service until late 1855.
Winston, I have seen either the 2-bar or 3-bar variety of this used as late as March 1853. I do not recall ever seeing a 4-bar used past 1851. I would be very interested to see yours at some point.
I pretty much agree with you regarding the 4-bar slug. I was talking about the device around the slug insert. In other words, one canceling device, multiple slug configurations/appearances.
