to seek any assistance on these items.
I'll post if I hear from them.

I'd encourage any members au fait with similar societies in GB
to do likewise.

I assume you are referring to the discussion on international express post labels on the stamp community family website https://goscf.com/t/70365

While I don't know the details of the service, I have always assumed that the shape and general format of the labels was set by the UPU – as you have seen they are similar in every country. The express post service was an inferior service to the EMS service which is an international courier service and uses a logo based on 'EMS' https://www.ems.post/en - again the same logo is used by all countries using the service. It commenced 20 years ago.

A number of Australia postal stationery/formular stationery bear a similar logo – see illustration above. The international express post envelopes provided an express post like service to the international gateway and an airmail service beyond that. They were first issued in 1994 and used until at least 2013 – they were replaced by a range of formular envelopes etc.

I suspect someone like Richard Peck could provide you with more details of the express service – as could a study of historical Australia Post International Mail guides/UPU documents.

PRIME was founded in 1997 as an IPC project when four European posts joined forces to promote common standards with the aim of stimulating trade in cross-border packets. Today, PRIME has become an organisation of true global reach, actively engaging with more than 150 postal operators and processing approximately 400m items worldwide annually.

The core business of PRIME are its agreements that are based on a Pay-for-Performance model to maintain quality standards (both for delivery and scanning on delivery) and remunerate posts on achieving agreed performance standards and conditions as per the Agreement, on top of basic remuneration (terminal dues or other). All products offer track and trace capabilities for the delivery of cross-borders packets. The level of electronic delivery confirmation ranges from scanning to signature for proof of delivery.

IPC's service to PRIME
PRIME appointed IPC to provide their technical capabilities and monitoring systems to ensure high-level quality of service and performance for cross-border packets.
IPC provides reporting systems to PRIME, which measures quality at every opportunity through Quality Performance Reporting, and Ready Reckoners that are produced monthly and quarterly for accurate invoicing between PRIME members, based on the level of quality achieved.
PRIME also utilises the IPC Global Customer Service System (GCSS) so that PRIME members can benefit from a web-based customer service system that handles enquiries between posts, and caters for the settlement of indemnities for Registered and Insured services. Additionally, this data may be uploaded to a post's website, in their own language, creating a compelling end-user track and trace experience.

Yes, the general format is set by the UPU.

Here's an excerpt from the UPU's current Letter Post Regulations:

"Marking

3.1 Items for express delivery shall be provided with either a special bright red printed label or a stamp impression in the same colour bearing the word "Exprès" in bold letters.

In the absence of a label or a stamp impression, the word "Exprès" shall be written in very bold red capital letters.

Where possible, the label or stamp impression shall be of the shape reproduced below.

(followed by a picture in the same basic format)

The "Exprès" label, impression or indication shall be placed on
the address side, in so far as possible in the top left-hand corner, beneath the sender's name and address where these are given."

that was amongst the earliest thoughts I had (UPU)
but I dismissed it as being ludicrous.
Always learning in this hobby.
