I was told that there were 44 countries that used this design for the 1946 issue. I reckon its 41........
Am I missing 3 somewhere ??

I think you are right.
There are 41 stamp issuing entities listed as issuing this pair of Victory stamps, listed in the back of my Stanley Gibbons Stamp Catalogue, Part 1, British Commonwealth. The list also includes issues of other designs.

And if I recall, Australia didn't use it either ...

Different people collect different things under the title of omnibus issues. Some use only the common design and I am fairly sure there are 41 Commonwealth countries using that. Some include other issues with a different design but are produced by Crown Agents, the same people that produce the common design. I suspect that is where the number 44 comes in (Great Britain, Tangier OP of same and Hong Kong, according to my catalogue). Others, like me, collect all commonwealth issues that have the same theme but may have a completely different design for the stamp or stamps issued. I have also seen some people that just take the theme and include any stamp issuing body that produces a set at the same point in time, say sometime in 1946 for this particular topic.

I have scanned my stock for this issue and apologize for the poor quality but it does give you an idea of what you might be looking for. Others may be able to add to what I have shown.

One thing I always found puzzling about the Peace issue is that there was no issue for any of the Malay States or the constituent parts of the Straits Settlements. I know the political situation was in flux at the time as to how the various pieces of Malaya were going to be organized, but considering that Malaya was under direct Japanese rule until the surrender in August 1945 I am surprised that the British did not want to
"show the return of British authority" by including at least Singapore, Penang and Malacca within the omnibus or creating a unique issue as they would do for Burma and Hong Kong.

Surprisingly, with all of the posts on this subject, there is little resource upon which to find a printed list of all 41 countries that released the 1946 Victory Issue with the common design.

Therefore, I started to create my own list and came up with only 40 countries. I know I must be missing one ... but which one?

Falkland Islands Dependencies and Virgin Islands, but not Cook Islands. They had the NZ set overprinted.
