In 2004 Kazakhstan issued a stamp with Camomile flowers with empty labels attached. Those could be used for individualized prints.

Somewhere I read that these stamps have been withdrawn because of these labels. Is there any substance to this claim ?

Aren't those "labels" just selvage that you normally find on the margins of sheets of stamps? Why are they "labels"?
