I have a question about interpreting Deegam.

For DG N2.23 which is a 2nd Light Blue Self-adhesive (PSA), Deegam makes a comment fir B2,23,3 as a "self-adhesive" in comment field,

Why mention it when we already know it is a self-adhesive from the header with the term PSA? Is there something special for this particularly variety that I am not understanding?

I don't see anything to justify the redundant description. You are probably not missing anything.

When the third edition was published in 2003, the pressure sensitive adhesive stamps were relatively new. Pane SAP11 was from the first series of self-adhesive booklets replacing previous similar retail booklets with panes of gummed stamps. At that time, it would have underlined the new type of stamp.

The first entry of N2.23.1 in the third edition had the comment "self-adhesive [45] [49] [50] [51]." Now, self-adhesive Machin stamps are the norm, and the comment appears redundant. As you can see, the comment was deleted for N2.23.1. It appears they just forgot to re-edit the entry for N2.23.3 when making up the new edition.
