It is difficult to identify colors, especially the relatively subtle blue paper, on a monitor. That said, I don't believe your example is a blue paper ... I think the stamp paper should look grayer. Added: The stamp below is an example of the 15-cent blue paper.
Thank you for posting that image. I find it very helpful. I've saved the image for future reference. The Bluish paper issues have been a source of confusion for me. I've heard the reverse of these have distinctive features which should enable a collector to distinguish between them and those on ordinary paper.
