I found this cover with Netherland stamps. It looks like they were cancelled to order in 1948 and from waht I can read International de Justice La Haye Reurier Mars.

Info and value would be helpful.

As you already mentioned these are official stamps issued for use by the International Court of Justice at The Hague

You mention that they are on a cover.

I know these as a sheet of paper with the 5 stamps on them canceled CTO.

I think that is what you have?

Worth is relative to were you are in the world and availability.

In the Netherlands I would struggle to sell it for 2 euro. somewhere else in the world it can be a different story.

About 300,000 stamps of each value were issued.
