USPS Commemorative Stamp Yearbooks Media Mail

I see a lot of listings on ebay for yearly USPS Commemorative stamp yearbooks that include stamps. In the shipping information, it states item will ship via Media Mail. I read the guidelines for Media Mail on the USPS website (link below) and I don't believe these annual stamp yearbooks qualify for Media Mail, since the stamps are not an acceptable/qualifying enclosure.

If one is interested in such a listing, would you inform the seller of the USPS Media Mail requirements and ask for a Priority Mail shipping cost?

Media mail is a fraction of the cost so I doubt the seller will eat the delta, so be prepared to make up the difference yourself.

I agree that it does not really meet the media mail criteria, but some folks abuse the media mail definition (I once saw a person ship motorcycle parts under media mail). It is doubtful that the PO would rip open media mail parcels to check unless it was obvious. And given that the item is a product of the USPS, I really doubt if they would care that much.

So it is up to you and your 'ethical bar'. If you want to abide with the letter of the law, offer to pay for Priority Mail shipping cost.

Or you can just accept the media mail and take the money saved and donate it to this forum. Always a good use for spare change.

If I were to mail a biography book about George Washington and then insert a sheet of 20c George Washington stamps in it, the book would no longer qualify for media mail shipping.

Are the stamps in USPS commemorative yearbooks considered an enclosure or part of the book? An argument could be made that the stamps are like stickers and you are supposed to attach the stickers to certain pages of a book (e.g. a sticker book) and hence they are part of a certain page of the book.
