Is this a Germany 1990 Block#22 with II error? (yelow line under red zone)

No it is not.

The actual plate flaw you are referring to is an actual yellow line inside the bottom part of the red color.

It is vertical starts at the black color and goes down vertical to the middle of the red color.

I didn't understand it very well (English is not my native language)
I have Michel 2011 ed. Have the descriptions of errors changed in recent editions?
The yellow dots leave the black area (blue in the image) and cross the entire red area.
According to the recent Michel (what edition?) is an error and what number does it have?

No, still not an error but poor overlapping of the yellow printing plate

I bought recent an album with Germany 1990-2000 stamps and I verify for flaws (with my Michel 2011 ed)
