I need help in id'ing the correct country for this stamp. I have been through the SC Identifier several times with no success. What am I missing?

It's an unissued stamp from Ukraine.

The trident at the top is a good indication of a Ukraine stamp.

The text at the left says "Poshta Ukrainska" and at the right, "Narodnya Respublika".

The stamp shows the Ukrainian head of state, Simon Petlyura.

By the time these stamps had been printed, the Red Army had occupied Kiev and the Ukrainian forces had withdrawn into Poland.
