Scott 65 On Cover From Wheelersburg - Which State?

I have this cover with Scott 65 sent from Wheelersburg, but don't know which state it's from.

I have checked Helbock, and there is a Wheelersburg, Ohio, but its post office was opened in 1879, which is too late for this. I also checked Jim Forte's site, and it lists post office date starting at 1893. Also, on Jim Forte's site, there is a Wheelersburg, Kentucky, but the post office starts at 1910.

There appears to be a Wheelersburg, Virginia, but I can find no information about any post office history there.

Here is a pic of the cover. Does anyone have any possible matches for this cover?

Long answer: Gallagher & Patera's "Post Offices of Ohio" lists Wheelersburgh, Ohio as opening in 1833, losing the last H in 1893 due to Postmaster General Wanamaker's name standardization efforts. (My guess is that Jim Forte's opening date of 1879 comes from the Wallace Mills, OH town listing in the line above Wheelersburgh in the Patera book.)

Add, to confirm. Using the excellent reprint of "Appletons United States Postal Guide - 1863" which lists all the post offices together rather than by state, there are no other close matches to a Wheelers... anything.

my initial thought was West Virginia and I checked and found this

West Virginia Admitted as the 35th State in the Union. "Mountaineers Are Always Free" is the state motto of West Virginia. The phrase reflects the history and identity of the state and indicates how West Virginia became the 35th state in the Union on June 20, 1863.

Do you know the date of the piece?

Assuming it is a contemporaneous usage, which it appears to be, it would be the mid-1860s.
