I have these with no idea what they are. Does not look like postal stamps. Says Minneapolis cash value ten mills.

Savings stamps. Buy a dollar's worth and you get a stamp. Put them in book and you could get merchandise for these.
These went the way of the rotary phone, eight track players etc
