I will make a very similar answer to what I wrote on your post on the 30 cent Franklin stamp a few days ago ...

Scott rounds off the perforation rate to the nearest half. Your stamp is perf 11 at top/bottom and 10.5 at the sides for cataloging purposes. Thus it can only be #635.
