Hi,

Can anyone tell me what might have led to this peculiar perforation in this stamp? Was this systematic?

Looks like a home made perf job to me. You can buy scissors with that cutting pattern at any hobby store

They come Imperforate.
Private "perforations" can be whatever you like.
Peter may have been suggesting "Pinking shears"
