India Stamps With Both Words Postage And Revenue

I am new to stamps but have an interest in India stamps that are marked both Postage and Revenue. Are such stamps a blend between the two types? What is the story here?

To start, here is the one that caught my eye, though I have not yet identified its catalog number...

Great Britain and the Empire/Commonwealth generally did not use separate fiscal stamps, hence the wording. Stamps used for fiscal purposes will have pen cancellations or non-postal stamped cancellations. Some higher values were largely used for non-postal purposes, and buying them is often the only economical way of finding a copy, bearing in mind that Gibbons's catalogue values are fir postally used examples.
