Why Would This Cover, Scott U349, From 1895, Have Postage Due?

Two possibilities come to mind. First would be that it was overweight and second is that some unscrupulous person in the intervening 100+ years added the J22 to make it more saleable.

This was business to business, a commercial cover, so quite possibly had some documents in it. The fact that it is back stamped, would that add to the credence that it was postage due cover? Or was that common back then for all covers?

Most U.S. covers of that time period bear transit and receiving cancels.
