To my untrained eye, any old ring cancellation hammer without any inards could duplicate that cancel. I am sure I can buy a rubber stamp, or silicone with a ring or get an old one and remove anything in the center and also create that cancel.

In my humble opinion a cert that does not offer an opinion is as worthless as throwing legal tender bills into the air on a windy day.

Addendum- puts the item up in the air also!

So if there is legitimately insufficient information about an item to render an opinion one way or another one should just be made up?

No, I am not saying an opinion should be fabricated under any circumstance. An informed opinion can only be given if the true facts are known about the item in question.

I am just stating that personally I would not buy or entertain an item that has a cert with no opinion. If the "experts" donn't know enough about the item to state an opinion than the average collector will never be able to state anything certain about the item.

And God help the exhibitor who purchases the item without knowledge of a missing "no opinion" certificate if he were to use it in an exhibition, he possibly could be disqualified.
