Hi, does anyone one know please why some north korean souvenir sheets have two varieties: numbered and not numbered. for example I came accross this one on the internet - it is numbered, and I have exactly the same MNH not numbered. Any clues?

I'm not sure...

Looks like it is Scott # 1467, but my 2015 catalogue says it's imperforate, yet your picture seems to show perforations....maybe it has to with that?

Another option? I noticed a note on the same catalogue page that says "Limited quantities of many sets from Scott No. 1446-on were issues without gum" Maybe the gum-less ones were numbered?
