1912 Belgium 1c Cancelation Fake Or Error?

So I'm pretty sure this stamp is a 1912 Belgium 1c SG133, however the postmark is dated 1813. The stamp seems to be cut out from an envelope. Looking for your opinions...is this faked or do you think it is just an error date? Does this affect value? I know it's not worth much anyway but just curious. Thanks

Thank you Peter. I thought maybe it was faked to make it look older than it really is to take advantage of an uneducated stamp collector. Seems like something an unscrupulous person would do.

Neither fake, nor error. There is no reason for an 1813 date slug to exist. I would suggest it is 1913 needing a good cleaning at the end of the year to remove the dirt and dried ink around the date.
