I just saw this "RU8e" on HipStamp, with a PSAG cert:

From the photo is certainly looks like silk paper to me, front and back.

I agree . Sure does not look like any experimental that I have seen.
I feel sorry for whoever buys it and tries to resell in the future.

It is a silk paper, not experimental silk.

Why disparage PSE and PSAG? So somebody made a mistake. All the expertizing bodies, including the PF, have issued problematic certificates.

Yes, everyone makes mistakes. But in my experience they make too many mistakes on revenues. They are fine with obvious stamps like Persian Rugs, where their catalog level knowledge of revenues is sufficient, but they seem to lack the depth of knowledge needed for less obvious items.
