I know it's not much to look at but it's on an old post card that was cancelled in 1919.
Do you think this has been manipulated with or is it an example of a stamp that was over inked at the mint?

The stamp looks like it is sulphurized and needs a peroxide bath

There are a lot of these smear oddities found on Canadian Admiral stamps.

You are correct, there are a result in the mint, over inking/drying ink in the ink reservoir.
They are common on Canadian Admiral stamps

My personal opinion, don't clean it, leave it original and add it to your collection.
