1923 Tax Bill With Excise Stamp.

I have many of the tax bills from this farm starting in 1901 up to around 1945 this is the only one that has a stamp on it.
Was this supposed to be used for this in 1923 for some reason or is it improperly used?
Not sure where you find this in latest Unitrade Cat.?

It's FX36 Two Leaf Excise Tax stamp 1915-26
(rare on document)

Actually van Dam's catalogue reads 'High values rare on document'
I've got a kergillion of these 2˘ stamps on cheques and receipts.
The tax paid on this receipt was likely the War Tax first imposed on April 15, 1915. Production of war tax stamps was discontinued in 1918 and these excise stamps took over. The tax itself continued on postage and fiscal items until July 1 1926.
