It doesn't appear to be listed in Scott, however, it looks a little like Scott numbers 98-102 which are revenue stamps overprinted to make them valid to use as postage stamps. Nearly all Bolivian stamps until the 1930's were inscribed "Correos de Bolivia" but this one is inscribed Republica de Bolivia I suspect it might be a revenue stamp.
