rod222, thanks for persisting! However, quite a few of those offices were probably not open at the time (1912-13), so taking that into account the number could be reduced considerably.

perf12, the cancel on the stamp is a barred numeral, but, as if often the case, it is entirely illegible. retroReveal was unable to improve the image.

Without being able to read the numeral, it is not possible to say whether the datestamp came from the originating office or a transit office.

The clearly lighter margin around the stamp and lack of continuity of the markings and discolouration on the stamp compared to the surrounding envelope surface indicate that this is unlikely to have been the original stamp on the envelope.

It comes from a hoard of a couple of thousand Griffiths Brothers cover fronts dating from September 1912 to February 1913. Among these, I have found two covers with stamps placed more or less on top of other stamps. I don't know why this was done and it's not the case here, but it suggests that at the time stamps were recycled in very creative ways that might account for this.

The stamp could of been cancelled outside of Victoria.After 1 march 1901 all stamps were valid in all the states up until 2 jan 1913.

No, unframed circular datestamps were not in use anywhere outside Victoria in this period, and it's a heavily blurred numeral postmark typical of Victorian usage at the time.

This is what a typical NSW cover (with barred numeral) looked like in 1912-13:

I think the case may be solved now - I found this fragment tonight which makes me think that the one I've been asking about is almost certainly SANDY CREEK with numeral postmark 245. Thanks everyone for comments and assistance throughout.

This use across borders was not permitted until 1910. The continued to be valid for postage until 1968.

The stampdomain site states "Issues of the various states were valid for use in all other states till 13 October 1910" It should read "Issues of the various states were valid for use in all other states from 13 October 1910".

I refer to 'The Stamps of Victoria", G N Kellow, RPSoV 1990 pp284.

Anything taxed, expecially if there are postage due stamps attached. I also collect Vic BN, so any identifiable strikes could be usaeful to me.

State stamps were eventually made interchangeable for postal use in 1910, although it was not until 1913 that state stamps, most of which features a youthful Queen Victoria, were finally replaced by a uniform series of Commonwealth stamps."
