I haven't tried this route on mounts, but the rotary cutters from the likes of Fiskars or X Acto might work well. I can't vouch for blade life when cutting mounts. I use one on paper and photos, only occasionally, and haven't even thought about replacing a blade in three or four years. Here is just one example:

I use a pair of very very sharp hair trimming scissors. 95% of the time they are straight.

I have a hobby small paper cutter with the top to bottom slider bar/blade however it just doesn't work, its to cheap/flimsy for cutting 2 sheets of plastic, and they slide around under the clear measuring bar.

after what I've experienced with the slider bar cutters I would suggest a guillotine cutter, anyone have one and second that?

I use the Fiskar that CD shows. It works fine for mounts, costs less than $20 at Michaels and blade refills are 2 for $5.

I picked up a "Super Trimmer" at the local stamp club Tuesday night. My first meeting, it costs a whooping $2.00

it has a compartment underneath to keep mounts in.. cuts up to 6 inches..

I can't seem to find where the 26MM mounts are available even on the shogard internet site.

Can you please post where you have found them available, as I too agree it would be an ideal size.
